Depending on who is doing the talking, both sides are claiming victory in the latest preliminary PA state budget:
The Governor got his Pre-School funding, all day kindergarten, laptops in high school classrooms and $1 billion in transportation funding to help mass transit. He also got funding for the Penguins Arena and convention center in Philadelphia
The Senate Republicans claim that the governor did not get any of his proposed 7 tax increases, including the controversial alternative energy tax. The proposed budget increases spending by $1 billion, or about 4.5 percent. The Republican point out that this is the smallest percentage increase in 10 years. But this is due in large part to a $650 surplus offsetting a larger increase.
All of us will be paying higher tolls on the turnpike, and a new toll on I-80 in order to fund the proposed transportation package in the budget.
The final budget still needs to be passed by the legislature, so these details can still change.
