This story really frosted me.
Darla LaValle, the wife of Democratic state Sen. Gerald Lavalle, was executive director of the Voluntary Action Center. Mrs. LaValle resigned in March after 23 years with the agency, which provides volunteers to local agencies, produces a human services directory and sponsors an annual Christmas program to gather gifts for needy children.
Ok. the agency provides volunteers (aka UNPAID WORKERS).
The board said it examined Mrs. LaValle's compensation several months ago and determined that "she had received excess compensation" which she has repaid .
She got paid to get people to volunteer? It seems to me a dollar is "excess compensation".
Federal income tax records indicate the agency paid Mrs. LaValle $102,076 in 2005 plus a benefits package worth $9,695. Her duties included supervising the agency's two other employees, who earned a total of $47,000 that year.

We may not have seen the last of this story. It appears that the hasty “repayment” of the huge salary increases was intended to stave off the filing of a criminal complaint by the VAC board. It was probably some fraction of the total amount (which would explain why no one wants to talk numbers). People who have done work for that group tell me that the board never knew about the $102,000 until long after the fact. Their desire to settle this as quietly as possible saves them from the embarrassment of their general ignorance of what was going on at VAC. However, if a bank robber walks back into the bank on the day after the robbery and hands the teller all the money, he still gets charged with bank robbery. “Restitution” is usually a sentencing issue, not a pre-emptive strike against indictment. Look for the Beaver County DA to recuse himself and punt this one to the Attorney General.
