This is too rich in irony. Not too long ago, the governor “flexed” over $400 million in federal highway funds away from highway infrastructure projects into the mass transit systems in Philadelphia and Pittsburgh. Now he wants to borrow $600 million to fix bridges.

Here’s an idea - have the mass transit authorities pay back the highway funds!
