Gov. Rendell's office said that a new plan was needed to deliver the tax relief promised in last year's slot-machine legislation. By the deadline, Pennsylvania school districts had rejected the state's offer of gambling revenues for real estate tax rebates by a wide margin. Only 96 of Pennsylvania's 501 districts were known to have opted in to the program by the weekend. Three hundred-twenty had said no. Districts that did not vote are automatically excluded.The result means some sort of follow-up legislation likely will be required to ensure distribution of what Rendell has said will be up to $1 billion in slots revenue, beginning in 2007.
It seems Rendell had no idea it would be so hard to give away money the dosen't exsist yet.
