This makes for an unserved arrest warrant for 1 out of every 9 Pennsylvanians.

The 1 out of 9 Pennsylvanians statistic doesn't take into account that there are probably numerous outstanding arrest warrants on a single individual.
Good point, some of these folks may have multiple outstanding warrants. But the 12 million used in the calculation included all PA residents, including children. Just counting the adult population of PA (18 and older) there are 9,612,877 residents. This brings the average ratio to an unserved arrest warrant to about 1 in 7 adults. Even with some folks having multiple outstanding warrants, this seems surprisingly high.
