The Pennsylvania League of Cities and Municipalities Locator is reporting that Governor Rendell has proposed a surcharge of seven cents for every $100 of property insurance premiums paid by property owners. This surcharge (read property tax) will be earmarked for flood mitigation projects.
I understand that before the Roman Empire fell, the government levied over 200 different types of personal taxes on its citizens. There is a legend that as the Barbarians entered the Roman Senate chambers, the Senate was engaged in a heated discussion looking for even more ways to tax its citizens. The Senators were so engrossed in this discussion, that they were oblivious to the presence of the Barbarians in the Senate chambers.
I bet that even the tax-hungry Roman Senators NEVER thought of taxing insurance premiums!
