State lawmakers, saying they've heard the angry public, stunned nearly everyone last night and voted to repeal the July pay raises. The Senate passed the bill, 50-0, and the House followed with a 196-2 vote but added a clause that could cause it to fail. The two versions have yet to be reconciled.
