Rendell said he wants to establish merit selection of appellate court judges, a plan that would transfer the power of selecting state court judges from voters to a commission composed of gubernatorial and legislative appointees and citizens. Read more..
While the governor was quick to suggest legislative and judicial reforms, the governor did not offer any Executive Branch reforms. If the entire legislature was eliminated, we would save about $338 million dollars. This is about 1.3% of the state budget, or perhaps more telling, this amounts to about 3% of the cost of the Pennsylvania Department of Welfare. The Executive Branch consumes 93.6% of the state budget, and it is left untouched.
